The young troops are recent recruits who have completed military training and education in the newly formed Northeastern State. Puntland President Mr. Said Abdilaahi Deni covertly dispatched a group, which was later revealed to consist of his close associates, who traveled to Hargeisa to engage in discussions with Somaliland leaders.

Officials Mohamed Abdirahman Dhabancad and Aarshe Mohamed and Abdi hirsi Qarjab convened with political and clan leaders to devise a strategy for initiating a civil war in northern Somalia while concurrently disseminating actual intelligence to Somaliland intelligence officers regarding SSC-Khatumo, encompassing specifics on military provisions and assets.

Furthermore, they consulted the Somaliland army officer Mr. Nimcaan Yusuf Osman last evening. Puntland are organizing a campaign against the SSC-Khaatumo state collaborating to undermine it and conspiring to incite a prolonged war in the region.

The SSC-Khaatumo population is inherently peace-loving and maintains an optimistic outlook on life; however it is crucial for them to collectively confront the current threat, which has led to the unification of two adversaries intent on annihilating and displacing their region once more.

In 2007 history was unkind to this region and could not be replicated, as the TPLF operated without restraint in Somalia; yet, the SSC-Khaatumo inhabitants lacked the mindset typical of that era to combat the threat they recognized yet disregarded. If the evidence is not on your side and you want to boost confidence, "Somaliland’s" entire clan system relies on NGOs, the UN, the SDF, GPE, the World Bank, and other nonprofit organizations to support the population. At the moment, the UN participates by funding and running development projects in Somaliland. According to Mr. Swan, more than 450,000 metric tons of supplies for humanitarian relief passed through Berbera in the previous year.

The WFP spent over $50 million on “Somaliland’s” economy through paying for using the port, renting warehouses and costs for transportation. So far, construction of 18 permanent water systems has taken place in Somaliland, serving the needs of more than 200,000 people, he stated.

Apart from the project by UN-Habitat which seeks to create a freshwater line for Hargeisa with European aid, people in the city lack running water because the money is being misused.

The tribal body has not initiated any projects and lacks the ability to handle payments for its employees due to limited financial resources and organizational capacity. To sustain the clan system they consider a nation, they need to seek advance funds from the UAE corporation DP World, sourced from Berbera port rent, for the next five years.
