I've unironically been saying this for about a decade.
Since Series 7, there have been undeniable peaks, but it has been a slow and consistent decline since 2013.
Most of my friends and family dropped off mid-Capaldi (returning for Series 14 before promptly leaving again).
@anniightingale I guess we would say RTD since he brought back Daleks, Cybermen, Sarah Jane, K9, The Master, Rassilon, Autons (in the first episode), The Macra and The Sontarans. I'm probably missing some.
I don't think Chibnall was particularly bad about nostalgia bait. Not his fault that by the time he brought the Judoon and Jack back they were old enough to be Legacy characters.
I also don't think those are great examples. They're multi doctor stories and major villains
Moffat bringing back SimmMaster and the First Doctor was not nostalgia bait. They actually served an important function for the character of Missy and the Doctor, respectively.

dr who for me is a show where the torch is meant to be passed on- from doctor to doctor and from showrunner to showrunner
which is why it’s depressing when 13 regenerated into a gimmick who ‘bigenerated’ into the next proper incarnation who regenerated into Billie Piper
