Patricia Miller feels there’s still a lack of freedom for leaders to act. In response to the example above, she felt ICBs don’t need to be told what assurance framework should look like, or get sign-off for JDs. “If we need that level of supervision I might as well be a band 7.”
“We need to change the way that we lead to give ICSs the space to lead”, says @ChrisHopsonNHS - for example he says winter planning was a national-level framework that allowed ICSs flexibility to determine how/where to spend the funds; managed using board assurance framework.
Now at #NTsummit@ChrisHopsonNHS says the perspective of now sitting in NHS England brings home the consequences of being in a taxpayer-funded national health system, for which politicans have accountability for spending.
Patricia Miller says the biggest lever for change is focusing on how we personally need to change as leaders. Also, change isn’t a process - we have to change the conversation from micromanagement and targets to ask something different and allow autonomy of ICS leadership.

But as @ChrisHopsonNHS pointed out earlier there's a natural tension with how muxh power can be devolved ultimately the NHS is a national service & national leaders will ultimately b held to account for performance #ntsummit
