@duncanshrubsole @Helen_Barnard Agree it’s a fab concept. But a policy that wld never be funded to meet need it aspires to and massively over complicated paperwork.
Now it’s pretty dire after the 2011 cuts. Just one of those areas I always think there must b a better solution...
