Help......I don't put this kind of question publicly but t's been years now and no improvement despite many requests! My neighbours upstairs throw cigarette butts in my garden. What do I do?

@CleanerDalry I did email+pics to flats above, no luck. Our local MP knows when I ask same advise from our local community council, they ask police to enquire. Police knows name n warn them but wldn't give name for data protection n the problem is worst now. Can council help? @edinhelp
