Garland Police Wrap Up Click It or Ticket Enforcement Campaign
Garland Police officers made 163 traffic stops during a two-week statewide enforcement campaign, reminding drivers that buckling up is one of the simplest ways to stay safe on the road.
From May 18 through May 31, the Garland Police Department joined forces with the Texas Department of Transportation (TxDOT) and the Texas Department of Public Safety (DPS) to increase enforcement of seat belt and child safety seat violations as part of the Click It or Ticket campaign.
During the enforcement period, officers issued 66 seat belt violations, 5 child safety seat citations, 34 speeding violations, 5 red light violations, 55 warnings, and 120 other citations.
According to TxDOT, 965 people died in Texas crashes in 2025 because they were not wearing a seat belt.
Garland Police remind drivers and passengers that seat belts remain one of the most effective ways to reduce serious injury and save lives in a crash. Drivers are encouraged to buckle up on every trip, every time.

Attempted Bank Robbery Suspect Taken into Custody
On Wednesday, May 27, 2026, shortly after 4:00 p.m., Garland Police Officers received information that a suspect wanted in connection with an attempted bank robbery was staying at a motel located in the 200 block of West I-30 Freeway.
The suspect was identified as 56-year-old Billy Jean Stewart of Rowlett. Stewart was wanted in connection with an attempted bank robbery that occurred in Dallas the previous day and was considered armed and dangerous.
Officers responded to the location and were able to confirm Stewart was inside a motel room. After repeated attempts to contact him were unsuccessful, the Garland Police Department SWAT Team was activated due to the elevated risk presented by the situation.
Over the course of several hours, officers and SWAT personnel continued efforts to gain Stewart’s voluntary surrender. When those efforts proved unsuccessful, SWAT officers made entry into the room and safely took Stewart into custody without incident or injury.
Stewart is currently being held at the Garland Detention Center on the following warrants:
Robbery - Attempt to Commit - Dallas County SO - No Bond
Motion to Revoke - Manufacture/Deliver a Controlled Substance Greater Than 200 Grams - No Bond

Click It or Ticket: Garland Police to Increase Seat Belt Enforcement

From Monday, May 18, through Sunday, May 31, the Garland Police Department will join forces with the Texas Department of Transportation (TxDOT) and the Texas Department of Public Safety (DPS) to increase enforcement of seat belt and child safety seat violations as part of the Click It or Ticket campaign.
This statewide initiative aims to reduce serious injuries and fatalities resulting from crashes involving unrestrained occupants.
Texas law requires all drivers and passengers, including those in the back seat, to wear a seat belt.Violators risk a ticket, with fines and court costs of up to $200 per person.
Additionally, children under the age of eight(8) must be secured in a child safety seat or booster seat unless they are taller than 4 feet 9 inches. Drivers who fail to properly restrain children can face fines of up to $250 plus court costs.
According to the National Highway Traffic Safety Administration (NHTSA), 91% of Texans buckle up. However, despite the high compliance rate, more than 1,000 unbuckled drivers and passengers lost their lives on Texas roads in 2024.
