Why don't we regulate AI clinicians like clinicians?

But autonomous clinical AI — systems that make diagnoses, treatment recommendations, and triage decisions without per-case physician review — doesn't behave like a device. The device framework was built for static products with narrow indications. It's the wrong tool for this job.
