Deep space stressors are different and contain higher doses of cosmic radiation. It's important to test both!

The difference between being in orbit on the ISS versus deep space is the critical part here. The distance between the ISS and Earth is 400km. The Moon is 384,400 km away.
The data gained from a moon mission cannot be gained from an ISS orbit mission.
