@IChulinda @AdrianP_doc 2) ukr government is treating it as a trade and a political lever, allowing singular cases but for a payment of some sort (any political/economical/etc concession polish gov could pay). So cynically monetizing one's will to provide proper burial to masacre victims.

1) if many graves would be opened in short time, media will be flooded with information sheer amount of remains found, including children bones, thus supporting polish narrative and starting discussions inside ukr. You dont want that, so you postpone
