Wouldn't remotely be anywhere close to the speed the back wheel would have, it would be extremely slow + janky as hell because water is not a solid object, it is liquid, and thus doesn't have a firm surface.
@GenerationOfKii Perhaps, it might move slower - but I think if it’s on a wheel and moving forward, the drag from the water passing below the front wheel would spin it

I mean they're not wrong. Deceleration would have water at front because inertia causes it to not slow as quickly as the tank its in.
Steady motion has it at the bottom of the tank.
Acceleration has it at rhe back because its not gaining speed as quick as the tank, inertia again

....front wheel on a bike moves because it has friction on the ground and the power comes from the back wheel... so in water, where if somethings floating, it doesnt have friction with ground, you'd not see front wheel move
