In Canada this would need a proper CEC Section 8 service load calculation.

A 7 kW battery charger + 7 kW EVSE is already about 58A at 240V before the pool heater, heat pump water heater, or normal house loads. On a 60A service, that only works if Rule 8-106/8-500 load management or measured demand supports it.

Otherwise it would typically require a service upgrade, often to 100A/200A depending on the full dwelling load calc.
