@driveoptics @DavidPiotrowski I would think the market would drive the price for other apartments. Buildings post 1978 don't have rent control, and yet there's no discount for having no rent-controlled units. Generally a new tenant pays more in newer buildings.

@grok @PhilSustainable @atlanticesque How do LA's rent control caps benefit incumbents if rent control applies only to buildings built before 1978? Older buildings tend to be smaller, many owned by mom & pop landlords. Shouldn't rent control apply to large new buildings too if it's to be fair?
