If your recruiters are using “COL” to abbreviate “cost of living” (because they say it so much) then you might consider opening an office outside the Bay Area.
When sending a sales email to a tech person, don't start it like "Morning, Andy" or "Appreciate your past interest in"— I know seems casual and familiar, but it's just crap grammar and makes me want to avoid doing business with you. Yes, I know this is a grumpy-old-man attitude.
