He urged the beneficiaries to utilize the funds prudently to ensure the growth and sustainability of their SACCOs, and cautioned that any individual found misusing presidential funds will face arrest and prosecution.
Speaking on behalf of Maj. Gen. Christopher Damulira, Director of Crime Intelligence, Major Kuteesa commended the riders for embracing the SACCO model, fostering discipline, and partnering with government in the fight against crime.
The leaders also raised key challenges affecting their operations, including members absconding with motorcycles, difficulty in meeting office rental costs, and limited capital.
They appealed for additional government support to strengthen their SACCOs.
Today, Major Emma Kuteesa met with leaders of Bodaboda SACCOs from Kampala, Mukono and Wakiso who benefited from a UGX 100 million presidential support package extended by H.E President Yoweri Museveni.

Maj. Gen. @AigpDamulira ,Director of Crime Intelligence,Uganda Police, yesterday launched the 5-Year Rehabilitation Program for Busoga Ghettos, the program is aimed at empowering youth, promoting discipline, and creating opportunities for development in Busoga communities.
Major Emma Kuteesa has advised the youth in the ghettos of Busoga to avoid speaking ill of leaders.
He urged them to engage in constructive activities that will uplift their lives and communities.
A leader who remains connected to the people earns genuine respect. Seeing Afande @AigpDamulira sharing a meal with ghetto residents reflects humility and a down-to-earth leadership style. We also appreciate H.E. President @KagutaMuseveni for supporting ghetto SACCOs and youth empowerment initiatives that create opportunities, improve livelihoods, and contribute to safer communities.
A growing number of young people in Busoga are choosing a new direction. Citing disappointment with @HEBobiwine and @NUP_Ug, many are embracing the NRM and PLU in support of President Yoweri Kaguta Museveni and Gen. @mKainerugaba. They believe that unity, stability, and sustained development offer the best path to creating opportunities, empowering the next generation, and building a stronger, more prosperous Uganda for all.
The Director of Crime Intelligence at the Uganda Police Force and National Coordinator of the Ghetto Structure Programme, AIGP Maj. Gen. Christopher Ddamulira, has commended President Yoweri Kaguta Museveni for liberating and empowering the ghetto youth, saying the initiative has transformed their lives socially and economically.
“The President said you don’t need to go to jail; you need to live normally. But how do you live normally without something to eat? By working. That’s why he went ahead to empower you financially to start something for yourselves. This ghetto structure programme has been working well ever since we started it four years ago,” Maj. Gen. @AigpDamulira said.
A strong army depends on a strong economy. We shall continue building Uganda through wealth creation, industrialisation and stronger defence capabilities. I also congratulated the CDF, Gen. Muhoozi Kainerugaba, and the UPDF leadership for improving soldiers’ welfare. As we prepare for the LCI and Women Council elections, I urge wananchi to elect leaders of integrity who will fight corruption and serve the people.
This afternoon, I presided over the graduation of 21 officers who completed the National Security and Strategic Studies Course at the National Defence College in Buikwe district. I congratulate them and urge them to provide strategic leadership in safeguarding our country’s security and development.
To build a strong centre of gravity for Africa, we must strengthen our defence capabilities on land, in the air, at sea and in space. At the same time, we must prioritise wealth creation because prosperity is the foundation of security. I wish them good luck.
