This morning, I had the pleasure of welcoming the Captains Regent of San Marino, the country’s joint Heads of State, to the Council of Europe. @Reggenza_Rsm.
Our discussion with the Committee of Ministers focused on how San Marino’s democratic experience can help strengthen our common response to today’s challenges, from supporting Ukraine to reinforcing democratic security and the rule of law across Europe.
The world is changing dramatically. Our institutions must adapt.

While peace may seem distant today, Ukrainians must know that the prospect of a just peace cannot be destroyed by intimidation or force.
A sustainable peace cannot be built on impunity. Accountability must be part of any future settlement. In this regard, the recent decision as to the Council of Europe’s Special Tribunal for the crime of aggression — supported by 36 countries and the EU — is an essential step.
