Today, we convened a crucial Stakeholders’ Consultative Forum on the reform of the National Youth Service Corps (NYSC), one of Nigeria’s longest-standing institutions for unity, nation-building, and grassroots development.
The NYSC has served generations of Nigerians, including many of us in leadership today, and remains a vital platform where young people contribute to education, healthcare, agriculture, digital literacy, and community development across the country. But as our society evolves, so must the NYSC.
This reform process, jointly led by the Federal Ministry of Youth Development, the Federal Ministry of Education, the Office of the Special Adviser to the President on Policy & Coordination, and supported by the Nigerian Institute for Policy and Strategic Studies, aims to reposition the Scheme for modern national realities.
The Draft Reform Framework presented today focuses on improving governance, strengthening financing, leveraging digital innovation, aligning corps deployment with national priorities, and enhancing the welfare, safety, and post-service opportunities for corps members. Our goal is simple: build an NYSC that better serves our youth and delivers greater value to the nation.
I call on all stakeholders, government agencies, private sector partners, civil society, serving and past corps members, parents, and especially the Nigerian youth, to actively participate in shaping this reform. The future of our nation depends on the strength and opportunities we provide for our young people. Together, we can build an NYSC that is modern, efficient, impactful, and truly reflective of Nigeria’s greatness.

1. A technology-driven call-up process.
2. Risk-sensitive deployment to better protect corps members.
3. A redesigned six-week orientation programme with a stronger focus on leadership, entrepreneurship, digital skills, and specialised career streams.
4. Skills-based primary assignments aligned with academic background and career pathways.
5. Modern governance with civilian operational leadership while the military continues to provide security support.
6. Improved camp standards through a national grading and certification system.
7. A new graduation ceremony to replace the Passing Out Parade, and a redesigned NYSC uniform that reflects professionalism and national pride.
