This is the OpenDBC (Open Dark Basic Classic / Pro) editor with built-in code editor and 3d level editor. That works very well! I've added building blocks (fps camera, fps counter, etc...) that helps make games very quickly.

@cyannick it also has a CAD for the editor as the goal is to allow people to design whatever they want right there on the spot, or level design if they want as well, either way they will be able to shape and form (anything).
