The problem is he was never prepared (or even wanted to be prepared) to be a leader, let alone a Shah.
He also alienated every single pro-Mohammad Reza Shah figure who advised him and tried to build a legitimate opposition with him.
The person--a real patriot--to whom he owes his very existence on this planet (for it was he who introduced his mother to the Shah), was tossed aside despite the fact that he mentored him as a teenager and was his chaperone while he was in the US. Others close to the Pahlavis were, one by one, excluded from his circle.
Not a single one would've endorsed his trip to Israel, his support of a war against his homeland, or his later refusal to condemn the deaths of innocent schoolgirls or an attack on his country. Not a single one would've stood by while he and his family waved the flag of the country that was looking to destroy his.
His brother and sister, both actual patriots, chose to leave this planet rather than suffer the indignity of exile when there was no hope for the Iran that they idealized over the years, and which he was incapable of or unwilling to do anything about. Where was he while they suffered? In the disco he built in the basement of his house in Potomac?
He shouldn't be blamed. He just doesn't know better, and in reality was happy with the comfortable inheritance he received and the family life he chose to have in America. In such circumstances, his best move would've been to abdicate the throne and pass the baton to more capable opposition figures.
