The MMDR Amendment Act, 2026 has raised serious questions about Odisha’s constitutional and financial rights over its mineral resources. The amended law places new restrictions on the ability of states to impose certain taxes and levies on mineral rights and mineral-bearing land.

This protest is about much more than politics, it is about Odisha’s constitutional rights, its mineral wealth and the future of its people.
For years, Odisha has fought to protect its rightful share from the mineral wealth beneath its soil. The Supreme Court’s 2024 nine-judge Constitution Bench judgment was a significant recognition of the States’ power to levy taxes on mineral rights and mineral-bearing lands.
The MMDR Amendment Act, 2026 has now brought these rights and financial interests into question. This is why the people of Odisha must understand what is at stake and continue to raise their voice for the State’s constitutional and financial interests.
In 2024, the people of Odisha were spoken to in the name of Odia Asmita and the motherland. Today, protecting that same motherland means protecting its resources, its rights and its future.
