A notorious Russian arms dealer who was released in a US prisoner swap in 2022 is back in business and brokering a deal with Yemen’s Houthi rebels.

Let’s bring you up to speed: Viktor Bout, a Russian arms dealer who was nicknamed the “Merchant of Death” for his role in supplying weapons to warlords, rebel groups, and rogue states around the world, was arrested in 2008 in Thailand during a US-led sting operation and later extradited to the United States. In 2012, Bout was convicted on multiple charges, including conspiracy to kill US citizens and officials and conspiring to sell weapons to terrorists. He was sentenced to 25 years in prison. Despite this, Bout was released in a high-profile prisoner swap with US basketball player Brittney Griner, who had been detained in Russia on drug charges.

Back in business: According to the Wall Street Journal, Bout is involved in a deal worth $10 million with Yemen’s Houthi rebels. According to European intelligence sources cited by The Wall Street Journal, Bout met with Houthi representatives in Moscow in August to broker the sale of small arms, primarily automatic weapons. In addition, the Houthis have also shown interest in obtaining Kornet anti-tank missiles and anti-aircraft weapons from Bout.

Digging deeper: The WSJ sources say the deliveries of weapons could begin this month and could be concealed under the guise of humanitarian deliveries into Yemen’s port city of Hodeidah. Just this month, Russia has carried out multiple food deliveries to Yemen.

Bout’s lawyer comments: In a brief statement, Steve Zissou, a lawyer who defended Bout in the US, said, “Viktor Bout has not been in the transportation business for over 20 years. But if the Russian government authorized him to facilitate the transfer of arms to one of America’s adversaries, it would be no different than the US government sending arms and weapons of mass destruction to one of Russia’s adversaries as it has sent to Ukraine.”

This comes after the Houthis targeted US warships in the Red Sea last week. According to US Central Command, US warships successfully thwarted the attack.
