@GunnerLoulou My understanding is that if the foul continues into the box then it is a penalty. It is as if the ref allows play on when out of the box but once there is a foul in the box (even if the same foul) then play on would be silly so penalty is given. The foul must continue in the box.

@LeGrove It will slow down the game. Even if we agree to 60 minutes ‘playing time’. In rugby it results in everyone taking lots of time when the clock stops and that takes the momentum out of the game. Football is a momentum game and teams will stop time with just to break up the flow.
