Of course, the semi-open primaries component of Initiative 83 was never funded by the D.C. Council, so it hasn't taken effect. That means the city's roughly 80,000 independent voters can't participate in the June 16 primary (but they can in a single special election).

If you don't live in Navy Yard you can't imagine how bad things have gotten. I wouldn't have believed it without witnessing it. But it's now semi-common to see hordes of marauding teenagers fighting each other. A sad fate for a formerly nice neighborhood.
