These are the "public health research" centers that no one asked for. The International Center for Microbial Epidemiology in Kyiv. The Odesa Anti-Plague Research Institute. The Institute of Experimental and Clinical veterinary Medicine in Kharkiv.

Zelenskyy is not the sovereign of Ukraine. He is the protector of what lives beneath it. The former actor was installed not to lead a nation but to hold the shield over the infrastructure that the Obama-era national security apparatus seeded across the country from 2014 onward.
