You do not do a “criminal background check” on the person when you transfer a firearm. The law change referred to here was the new law where you now have to call and “verify” there PAL rather than just look at it.

The RCMP does a poor job of communicating these new changes to Firearms Owners, despite having address’s and emails of all PAL holders. If you don’t watch the news, you don’t know.

So he sold 3 guns to a valid PAL holder following all the previous rules.
