What entertains me is the use of 3e here, where dragons were "almost invincible" to normal weapons and tactics.
As for training, like some kind of levelling system, I guess? LOL
Maybe I'm showing my age, but all the things asked for here are what I consider "normal" in dnd3.5🧙🏻♂️

Were RPG's set up a tad more realistic in this regard, gargantuan and huge dragons should be almost invincible against parties that try to use regular tactics, and their normal melee weapons, against them.
You should have to train for a significant amount of game time to take on a dragon. Maybe you find someone who did it and survived to get a few tips from or you track down a tome with knowledge that can give you an opportune bonus.
You should have to use, perhaps LEARN to use, special weapons like a mounted ballista, spear, poleaxe, heavy ballista, etc. These weapons should have attack or damage bonuses against these large dragons.
Using something like a dagger, shortbow, short sword or even a longsword against them is borderline ludicrous. It's akin to someone in full plate armor being stabbed by one of those plastic, cocktail drink swords.
The fight should be completely unique. If it is falling into a familiar pattern something is probably wrong because there should be nothing familiar about it.

Overwatching with, say, a GMS pistol, following all the threat rules and such, IS sufficiently "a skirmish" to also fire a MissileRack or other Aux weapon addionally as per a basic "Skirmish"?
