Large-scale clearance operations are currently underway across hazardous areas.
These operations primarily focus on land surveying, mine and unexploded ordnance detection and disposal, the application of advanced technology, and the deployment of mine-detection dogs.
The clearance of each area serves the safety of the population, the rehabilitation of residential settlements, and the progression of the Great Return process.

The Minister of Foreign Affairs of the Republic of Azerbaijan, Jeyhun Bayramov, attended & addressed the Conference marking the 15th anniversary of the Azerbaijan International Development Agency @AIDAzerbaijan, established upon the instruction of H.E. President Ilham Aliyev in 2011, highlighting Azerbaijan’s evolution from an aid recipient into an increasingly active donor & contributor to international development cooperation.
Minister has underlined that, rooted in longstanding traditions of solidarity & philanthropy, Azerbaijan’s international assistance policy has expanded into a systematic approach encompassing humanitarian assistance, development cooperation, knowledge-sharing, capacity-building & educational opportunities.
The audience was informed that over the past 15 years, more than 140 countries have benefited from Azerbaijan’s international assistance, including all 54 African states, 111 NAM Member States, 52 OIC Member States, 43 of the 44 Least Developed Countries & 28 of the 39 Small Island Developing States. Since 2020, around $400 million has been allocated through bilateral & multilateral assistance.
Minister Bayramov underscored that development cooperation goes beyond financial assistance. Through South-South cooperation, Azerbaijan shares its experience in e-governance, public services, education, healthcare & social protection, with the internationally recognized ASAN Service model serving as a notable example.
Minister also highlighted Azerbaijan’s COP29 Presidency & its efforts to strengthen climate finance for developing countries. The Baku Climate & Peace Action Hub, established under Azerbaijan’s COP29 Presidency, is advancing practical cooperation in support of climate-vulnerable & conflict-affected countries.
On the margins of the Conference, AIDA & Türkiye’s TİKA signed an MoU, opening new avenues for joint development initiatives, experience-sharing & closer cooperation in partner countries.
Minister has reiterated that Azerbaijan’s international assistance policy will continue to be guided by respect for national priorities, mutual benefit, experience-sharing & sustainable results.
As part of the conference, foreign students studying in Azerbaijan under the “Heydar Aliyev International Education Grant” Program who have distinguished themselves through their academic achievements were also awarded with certificates.

"Peace is not created only by political agreements. Peace has to be made visible on the ground.
And in Azerbaijan, one of the greatest obstacles to making peace visible is beneath the ground.
You cannot rebuild a community before you can safely clear the ground beneath it.
We need to make mine action part of the international peace agenda. Mine action should be treated as an investment in the durability of peace.
We need to think of creating a long-term, predictable and multi-year international funding mechanism for Azerbaijan’s mine action. We need to finance the solution, not simply manage the problem.
We need to establish a stronger international technology partnership.
We need to make mine action part of confidence-building in the region.
If we want peace in the region to he sustainable, durable and irreversible, we must remove the remnants of war both from the ground and from existing political and legal framework.
Let us make peace something people can walk on, live on, build on — and pass on to their children."

The final panel discussion of the day was on “Humanitarian demining for resilient communities.”
The discussions emphasized the core objective of mine action: not merely clearing land of hazards, but restoring human safety, dignified living, and confidence in the future. The session noted the importance of coordinated action among humanitarian mine action entities, government agencies, international partners, and local communities to ensure community resilience.

The next panel discussion was dedicated to the topic of “International cooperation and donor mechanisms to support safe recovery through mine action in Azerbaijan.”
The panel discussions addressed the importance of long-term and sustainable financing, strengthening coordination of donors and international partners in mitigating the landmine hazard in Azerbaijan and supporting the safe recovery process, as well as the contribution of mine action activities alongside humanitarian goals to socio-economic development and the safe return process.

The 4th International Mine Action Conference is currently being held in #Azerbaijan 🇦🇿 under the theme “Humanitarian Demining for Urban Recovery: Setting Standards of Excellence for Safe Settlements”, bringing together over 400 delegates from 60 countries.
As stated by Vugar Suleymanov, Chairman of the Board of the Mine Action Agency of the Republic of Azerbaijan, “Azerbaijan has demonstrated strong national will and responsibility in addressing the landmine problem. Since November 2020, approximately $590 million has been allocated for humanitarian demining efforts in the country”.

NATO delegation led by Ms. Eirini Lemos-Maniati (@ILEMOU), Head of Arms Control, Disarmament and Non-Proliferation section is on a visit to Azerbaijan 🇦🇿 to participate as a panel speaker in the 4th International Mine Action Conference.
Within the framework of the visit, Samir Poladov, Deputy Chairman of the Mine Action Agency of Azerbaijan (@ANAMA_gov_az) met with Ms. Lemos-Maniati.
The meeting focused on #Azerbaijan-#NATO cooperation in #humanitarian #mineaction, international support, innovative #demining methods, and Azerbaijan’s participation in current and future Science for Peace and Security (SPS) projects.
Samir Poladov stated that 437 Azerbaijani citizens had been killed or injured in mine incidents since November 2020, stressing the impact of mines on the return of displaced persons, reconstruction efforts, and the environment. He also briefed the NATO delegation on ANAMA’s operations, training activities, the Goygol Training Center, and its international partnerships in humanitarian mine action.
The meeting highlighted the long-standing cooperation between Azerbaijan and NATO in humanitarian demining efforts, including mine clearance, the use of new technologies, and joint projects.
