On 24 July 2025, after a meeting with Russian president, Vladimir Putin, the governor of Russia’s Arkhangelsk region, Alexander Tsybulsky, disclosed that a China-based shipping company, Hainan Yangpu Newnew Shipping, is interested in investing USD2.5 billion (200 billion rubles) in exchange for 30% ownership in the Arkhangelsk deep-sea port project. Hainan Yangpu Newnew Shipping is already active along the Northern Sea Route and the most recent deal would further expand the otherwise lesser-known company’s Arctic footprint.
