@Kairos66 @MJosling53 Yes he did. And he got into a snit when he realized he couldn't alter the Senate without opening the Constitution and so stopped appointing Senators. Which turned out to be another Big mistake because it gave new PM JT a whole lot of Senate seats to fill.
