Asking for help from WI journos: Could Evers have kept in the GOP's 5.3%->4.4% tax cut for the ~$27k to ~$304k bracket?

Evers told us he "didn't have the flexibility to do anything except for what [he] did." Vos told WISN that Evers could've kept those tax cuts in, and instead just vetoed tax cuts for the ~$304k+ bracket.
