Last week, HSI San Juan arrested Modestina Villanueva Javier, a Dominican national and Erick Martinez Aulet, a U.S. citizen. Both were indicted on marriage fraud and conspiracy charges.

Marriage is a legal and personal commitment to build a life together. When that commitment is faked simply to bypass immigration laws, it becomes a serious federal offense.
