Wrong.
Rome thrived because they weren't yet infected with slave morality. Under Augustus, Christianity was a tiny, hunted sect. Romans worshipped gods who rewarded conquerors, winners, and the ruthless, not the meek or humble losers. Rome was at its absolute peak then. Its long rot began as that slave poison spread and became state religion in the 4th century which led us straight to where we are today.
Bureaucracy is just a symptom. Decentralize all you like, if the people worship slave morality, the sickness wins anyway, only more evenly distributed. The herd already rules through resentment and victimhood.
