The missing packs are not listed in Properties > DLC, appearing as if they were never purchased. This means that manual attempts to download are impossible.

Friend missing most DLC after todays patch. In Properties > DLC the missing packs aren't listed, as if they were never purchased.
Reinstall, verify integrity, diff comp, relog, restart, no luck.

My account is unaffected using same machines they used.
