OSCE Special Coordinator of the Short-Term Observer Mission Farah Karimi expressed concern over reports that public sector employees were pressured to attend events organized by the ruling party during Armenia’s election campaign.

She stated that such pressure, along with various social and economic measures introduced during the campaign, raised serious concerns about equal opportunities in the electoral process. Karimi also noted that external pressures affected voters, while the campaign was marked by confrontational rhetoric, polarization, allegations of vote buying, and other electoral violations, leading many opposition forces to limit their participation in campaigning.

During the 2021 elections, only Pashinyan and his Civil Contract (CC) party were bold enough to go outside Yerevan (or Gyumri) on the campaign trail and speak with regional citizens directly. The risk they took paid off, as CC’s current biggest support is outside Yerevan, in the provinces. The opposition parties barely paid attention to this at the time, but it looks like this year things have somewhat changed. The lower income citizens are no longer cast aside or seen as easy votes to get via bribes. Opposition parties must campaign for them and present agendas. This is just one of the ways that the political atmosphere in Armenia has changed.

Many Armenians, especially those in the Diaspora see the upcoming elections as black and white, mainly because that’s how elections in the US are, red vs blue and there can only be one winner. This is also intensified by the narratives spewed online. The election is being seen as Kocharyan vs Pashinyan or Karapetyan vs Pashinyan etc. That’s just because it’s easier to push your agenda when you’re pointing out one, sole opposition and trying to convince citizens to vote despite them. The reality is that elections in Armenia are much more complicated than that, and Pashinyan is making sure his party will continue to dominate them for the foreseeable future.

The election atmosphere in Armenia requires a lot of energy. Energy (and funding) that Serj Sargsyan and his Republican Party (HHK/Pativ Unem) don’t have. Sargsyan and his allies knew well that his alliance would not receive enough votes (8%) to meet the threshold of making it into the parliament. Matter of fact, his alliance didn’t even receive enough votes in the last elections. The only reason they are in parliament is because the Constitution mandates at least 3 parties (or alliances). The 3-4% votes that Sargsyan would have gotten would have been wasted, giving CC who are expected to dominate these elections, a bigger lead. Since Sargsyans voter base is almost identical to Kocharyan and Karapetyan, it was vital that Sargsyans alliance did not participate in these elections. Those votes will now be distributed amongst Kocharyan, Karapetyan and even Gagik Tsarukyan. All three of which are virtually guaranteed to make it into Parliament.

As the main opposition, Tsarukyans, Kocharyans and Karapetyans goal is simple. Combined, to gather enough votes to gain majority in parliament and form some sort of a coalition, electing one of their own as the Prime Minister (PM). Karapetyan, by Constitution is not allowed to become PM, Tsarukyan has stated that while his party is participating and he is campaigning, he is not a candidate for PM. That leaves only Kocharyan. If they fail, the coming years will be very grim for their respective parties and here’s why.

By gaining majority votes in these upcoming elections, Pashinyan and CC are almost guaranteed to also win the next elections (in 2032!). After these elections, unless something dramatic happens, Kocharyan will be too old to participate in the next ones. Serj Sargsyan and the idea of the ‘Formers/Nakhkiner’ will literally be left in the past. With external issues seemingly under control, Pashinyan will have 6 years to focus on internal issues, one of which in his view is reforming the Church. By installing a more loyalist leader as the head of the Church or even someone who isn’t loyal but simply doesn’t get involved in politics and is a symbolic figure, Pashinyan will deal a massive blow to the Russian backed opposition. Let’s not forget that less than two years ago Karapetyan and Pashinyan were celebrating Armenia’s economic growth together and the only the reason Karapetyan got involved in politics and the reason so many millions of dollars are being poured into this election by him and his allies is because Pashinyan tried to reform the Church last year. ⬇️
