The Pre-African Union-European Union Summit Meeting kicks off in Midrand
The Pan-African Parliament (PAP) and the @Europarl_EN (EP) have commenced a two-day Parliamentary meeting under the theme: “Renewing Africa-Europe Parliamentary Cooperation in a Changing Global Context.”
The Pre-Summit Parliamentary Meeting, convened ahead of the @_AfricanUnion –@EU_Commission Heads of State and Government Summit in Luanda, serves as a strategic platform for reflection and consensus-building between both parliaments.
It will enable parliamentarians to discuss joint messages and recommendations to be transmitted to the Summit and to reaffirm their shared vision of a partnership of equals, as emphasized by the European Parliament’s October 2025 Resolution on “Renewing the EU–Africa Partnership.”

Facilitated by experts from the African Union’s Democracy and Elections Unit and EISA, the Election Observation Training for Pan-African Parliamentarians organised in collaboration with the @AUC_PAPS through its Democracy and Elections Unit (DEU), and with technical support from @EISAfrica combines technical presentations, interactive discussions, and practical case studies.
The sessions focus on applying democratic norms and benchmarks, ensuring impartial and evidence-based observation, and translating observation findings into actionable policy and legislative reforms.
By the conclusion of the programme, the Pan-African Parliament will have established a capacitated pool of 40 trained Pan-African Parliament election observers ready for deployment across Africa in upcoming elections. The initiative is also strengthening collaboration between the Pan-African Parliament , DPAPS, and EISA to advance the implementation of election-related reforms and sustain the African Union’s democracy promotion agenda.
This joint effort underscores the African Union and Pan-African Parliament’s shared commitment to building democratic resilience through practical capacity-building, institutional cooperation, and adherence to continental and international electoral standards.

In accordance with Decision No https://t.co/CsUeAeMqki (XVI) adopted during the Sixteen Ordinary Session of the Executive Council of the African Union on February 01, 2010, the Chairperson of the African Union Commission AUC requested the Pan- African Parliament and other AU concerned organs to participate in the joint AU Election Observer Missions.
In implementing this decision, the PAP and DPA agreed that PAP would provide 40% of observers and that staff from both organs would cooperate in the organisation of the missions.

Pan-African Parliament Strengthens Democratic Oversight with African Union Election Observation Training
The Pan-African Parliament (PAP), in collaboration with @AUC_PAPS through its Democracy and Elections Unit (DEU), and with technical support from the Electoral Institute for Sustainable Democracy in Africa (EISA), is hosting a three-day Election Observation Training for Pan-African Parliamentarians from 12 to 14 November 2025 in Pretoria, South Africa.
The training brings together more than 40 Members of the Pan-African Parliament, including members of the PAP Secretariat, to strengthen their capacity to participate effectively in African Union Election Observation Missions (AUEOMs) and to enhance the institution’s contribution to promoting democracy, good governance, and credible elections across the continent.
Opening the programme, H.E.Chief Fortune Charumbira, President of the Pan-African Parliament, underscored the importance of credible, transparent, and inclusive elections as the foundation of democratic governance in Africa. He emphasized that PAP’s participation in election observation is a core part of its mandate to uphold democracy and protect the will of the people.
“The credibility of elections determines the legitimacy of leadership and the stability of nations,” he said. “Elections must deliver enduring acceptance and legitimacy, so that citizens defend those they have freely elected against any unconstitutional attempts to remove them from office.”
President Charumbira further highlighted that Members of Parliament bring unique firsthand experience to election observation, having themselves contested and participated in electoral processes. Recalling the African Union’s commitment that 40 percent of AU Election Observation Missions should comprise Pan-African Parliamentarians, he called for stronger coordination between PAP and AU technical teams to ensure the full realization of this target.
“Election observation is best done by Members of Parliament themselves; people who have gone through elections and understand the process,” he added.
Grounded in key African Union instruments, including the African Charter on Democracy, Elections and Governance (2007), the OAU/AU Declaration on the Principles Governing Democratic Elections in Africa (2002), and the AU Guidelines for Electoral Observation and Monitoring Missions (2002), the training introduces participants to the AU’s observation methodology, observer code of conduct, reporting standards, and post-election follow-up mechanisms that link electoral observation to broader governance reform.

Amesema Tanzania inahimiza uwekezaji katika viwanda vya ndani, mamlaka ya udhibiti ya pamoja barani kote, na ubia wa uhawilishaji wa teknolojia ili kuimarisha uwezo wa Afrika wa kukabiliana na changamoto za kiafya za sasa na zijazo.
Amesema kufuatia uzoefu wa hivi karibuni wa milipuko ya magonjwa ya kuambukiza, ikijumuisha Marburg na vimelea vingine vinavyoambukiza, yametoa hitaji la kujiandaa kwa nguvu na mifumo ya kukabiliana na maradhi. Ameongeza kwamba Tanzania inasaidia vitengo vya matibabu ya magonjwa ya kuambukiza, upelekaji wa haraka wa timu za dharura, na uwekezaji katika miundombinu ya wafanyikazi na afya. Pia amesisitiza umuhimu wa kuimarisha nguzo zote za dharura za afya ya umma, ikiwa ni pamoja na ufuatiliaji wa magonjwa, maabara, udhibiti wa maambukizi, vifaa, na uratibu kwa ajili ya kukabiliana na milipuko kwa wakati na kwa ufanisi.
Pia, Makamu wa Rais ametoa wito wa kuimarishwa kwa ushirikiano kati ya Nchi Wanachama wa Umoja wa Afrika, Jumuiya za kiuchumi za kikanda, na Kituo cha Udhibiti wa Magonjwa cha Afrika ili kuwa na mbinu ya pamoja ya kukabiliana dharura za afya. Amesema ushirikiano katika uchunguzi, sera na mipango ya pamoja ya kujenga uwezo itaimarisha uwezo wa pamoja wa kuzuia, kugundua na kukabiliana na vitisho vya afya vinavyojitokeza.

Private sector leaders converged in Dar es Salaam, Tanzania, to engage with the EAC Secretary General @SGNduva during the 𝐄𝐀𝐁𝐂 𝐂𝐄𝐎𝐬 – 𝐄𝐀𝐂 𝐒𝐞𝐜𝐫𝐞𝐭𝐚𝐫𝐲 𝐆𝐞𝐧𝐞𝐫𝐚𝐥 𝐌𝐞𝐞𝐭𝐢𝐧𝐠.
✅ The forum seeks to assess the state of the East African region, address bottlenecks in intra-EAC trade and investment and chart a path toward deeper industrialization and value addition.
The meeting was attended by Tanzania’s Minister of Foreign Affairs and East African Cooperation, Hon. Ambassador Mahmoud Thabit Kombo, Tanzania’s Permanent Secretary for East African Cooperation in the Ministry of Foreign Affairs and East African Cooperation, Amb. Stephen Mbundi, senior government officials, development partners alongside regional business leaders.

1️⃣ EAC growth and integration remain strong, averaging 5.3 percent GDP growth over the past decade and leading intra-African trade integration.
2️⃣ Industrialization is the core gap: manufactured goods are under 30% of exports while imports are largely manufactured, limiting value addition and quality jobs.
3️⃣ There is a need to shift from exporting raw commodities to building regional value chains, such as cotton-to-textile, to retain wealth and jobs within the region.
4️⃣ Trade policies and tariff structures should be aligned with industrial objectives through coordinated action by governments in close consultation with the private sector.
5️⃣ Competitiveness can be lifted by strengthening services and logistics: I.e via harmonized visas, full implementation of mutual recognition for professionals, interoperable payment systems among others.

She pointed out one of the Community’s standout achievements this year: the launching of a pilot linking the national payment switches of Rwanda, Tanzania and Somalia. The initiative aims at enabling real-time cross-border payments, reducing transaction costs and facilitating smoother regional trade.
