A standard security process that prevents transfers even under hostile situations should be the norm as well. For instance use multi-sig wallets and keep the other passphrase(s) in safe deposit boxes in different cities or different countries. If people know you don’t have access to your funds easily you are less likely to be a target.
Any government that doesn’t support financial privacy DOES NOT care about your safety.
