A Chinese guy (part of an engineering team) went to Africa in search of an answer to this question: "why does the entire continent of Africa appear to have no fresh water?"

They went to a village about 2 kms away from their camp and when they got there, he saw people huddled around a mud pit with children drinking from the sludge. Every few days someone would either die or become seriously infected with disease.

It broke his heart seeing the adults didn't care and didn't do a thing to change their circumstances. He asked the translator they hired... "When we got here, we dug down a few meters and hit sweet, clean water... why don't they dig a well like we just did"?

The translator looked at him and chuckled, "you'll see soon enough, it's not about water". World Aid comes every so often and drills a well, explaining to the villagers the basic upkeep so it supplies water for centuries! They can't even manage that.
