It is a response to Biden’s decision to allow missile strikes against Russian territory. The Kremlin said almost immediately they would respond by striking Ukraine with a new weapon, previously unseen in this war, and they did.

Yes, they are making a point by striking Ukraine with what appears to be a missile of the type intended to hit NATO targets thousands of kilometres away in a big war and capable of carrying nuclear warheads.
