Imagine THAT.
Our enemies are disgusting creatures.
Maybe RBZ and Treasury have forgotten why suppliers rejected local-currency payments and need reminding:
(1) Cost of sales for contractors requires USD payments, for example fuel. So what exactly are contractors expected to do when they need to pay for fuel? The RBZ’s WBWS system is for raw-material imports, not local hard-currency expenses. Zimbabwe is now effectively a 90% USD economy.
(2) Delayed payments remain a major problem. There are contractors who have not been paid since 2022. Many continued supplying goods and services to government because, at the very least, a USD invoice retained value over time. While the ZiG has been stable over the past 12 months, Treasury delays run into years, not months. There is still not enough confidence in the ZiG to justify such a drastic shift.
(3) In the past, government ended up dealing through politically connected middlemen who could squeeze payments out of Treasury, rather than trading directly with source contractors. Source contractors preferred USD.
(4) Farmers who sell to the GMB often have no other source of income and cannot afford delays.
(5) The arbitrage between USD and local currency was fueled in part by transactions between government and the street. Government helped close that trade by paying in USD.
(6) ZIMRA and Treasury statutory payments also became a form of arbitrage.
(7) Bank lending was, and still is, extended against USD invoices. That financing was not structured with this kind of policy change in mind.
It was all so easy and Trump and Republicans just went and F’d it all up.
We voted to lower gas prices, inflation, cost of groceries, and housing.
We voted to hold people accountable for lawfare, deadly open borders, covid crimes.
We voted for no more foreign wars, no more regime change, and to stop paying for foreign wars.
After a year, Trump starts a major war in Iran for Israel, destabilizing the Middle East, costing over $1 billion dollars a day, driving up the cost of gas, and tragically are killing innocent children they claim to be liberating.
Meanwhile, Senate Republicans literally refuse to pass the Save America Act because they refuse to remove the self imposed 60 vote rule. And because they refuse to remove the filibuster (60 vote rule) they refuse to pass anything using their 53 seat majority, wait make that 52 seat majority bc Trump took a Republican Senator into his admin.
Trump has betrayed his campaign promises of no more foreign wars and Republicans refuse to win.
I won’t vote for Democrats but I sure as hell won’t vote for a bunch of Republicans that lie on the campaign trail and refuse to do what they promised when they get into office.
And for the love of God, why can’t you useless politicians at least try to lower the cost of health insurance.
Just try.

For the benefit of those who do not understand Shona, let me try to Anglicise his explanation.
He said:
The law when being interpreted rests on what the LEGISLATURE (or framers of the Constitution) had in mind when they wrote the law. In the case of Zimbabwe, there is a clear distinction between term limits and term lengths.
For instance, a person who serves 3 years as President, & get recalled by his party will be deemed to have served a FULL TERM. If he comes back again with a new party & serve 4 years before being recalled, the law will say he has served 2 TERMS and is no longer eligible to serve as president again. This means the person only served a total of 7 years but the law says he served 2 terms.
Yet, the same constitution, also allows someone who was president for a year or 2 to serve another 2 five year terms because the 2 years won’t count as a term. In this instance, the person will serve for a total of 12 years but the law will regard it as 2 terms.
What this implies the limit imposed by the constitution were not defined in terms RIGIDLY as the number of years but the number of terms which are 2. Changing this requires a referendum.
However, changing the length of the term from 5 years to 4 years or from 5 to 7 years doesn’t require a referendum. The number of years (term length) is very different from the number of terms (term limits).
Another analogy: A truck owner says to his drivers: Per day, you can only do trips & go home. No one is allowed to do more than 2 trips.
As much as the trips are defined in terms of distance from one point to another, a driver going a shorter distance will be deemed to have done the two trips just like the driver who went to a far away place. In this case, the limit imposed by the Truck Owner is THE NUMBER OF TRIPS, not the overall distance travelled.

These analogies clearly capture what Zimbabweans are facing now. The framers of the Constitution LEFT ROOM for changing the term length, but they RIGIDLY SET the “number of terms at 2.”
You may not like that, but that’s the reality. And as such, there is no legal requirement for a referendum in this case.
It is striking how major policy announcements and shifts rarely emerge through the formal fiscal and monetary policy documents, or within their established schedules. That pattern is revealing. It suggests improvisation rather than a well-signalled and deliberate policy process.
There was nothing preventing Treasury from setting out this new policy direction in the November budget, including a clear explanation of how the split would affect its budget. In the same way, these assumptions should also have been reflected in the monetary policy statement issued just last month.
