I was honoured to receive the Country Representative of the United Nations Office on Drugs and Crime (UNODC) in Nigeria, Mr Cheikh Touré, on a courtesy visit of mutual goodwill and constructive engagement.
Our discussions were anchored on the imperative of strengthening collaborative responses to the intersecting challenges of substance abuse, mental health conditions, and insecurity, with particular attention to the North-West region and other affected parts of the country. I reaffirmed Kaduna State’s steadfast commitment to a public health–centred and evidence-based approach, one that prioritises prevention, treatment, rehabilitation, and social reintegration.
I conveyed the appreciation of the Government and people of Kaduna State to His Excellency, President Bola Ahmed Tinubu, GCFR, for his leadership and for fostering an enabling national environment that continues to support subnational reforms in peacebuilding, healthcare strengthening, and community security architecture. I also expressed gratitude to the UNODC for its consistent partnership, technical assistance, and global expertise.
UNODC Representative Touré commended Kaduna State for evolving as Nigeria’s benchmark for drug prevention and treatment, with one of the country’s most effective mental health laws. He noted that Kaduna is the first and only jurisdiction in Sub-Saharan Africa to implement the Alternatives to Incarceration (ATI) programme and the first in Nigeria to adopt the Child Amplified Protection System, while leading the 2025 Transparency and Integrity Index for the second consecutive year.
Kaduna State remains fully committed to deepening its partnership with the UNODC, including consideration of the proposed International Summit on Drug Abuse, Kaduna, as part of our collective resolve to advance a safer, healthier, and more inclusive society grounded in inclusive sustainable development across communities in Kaduna State.

The projects will be financed by the Ministry of Finance Incorporated on behalf of the Federal Government of Nigeria.

Comrade Ayuba Suleiman, the Chairman of the Nigeria Labour Congress (NLC) Kaduna State Chapter, expresses his appreciation for the support provided by the Kaduna State Governor, Senator Dr Uba Sani. He acknowledges the Governor’s commitment to workers' well-being and social stability, which includes the following:
• Transport and Retirement Schemes: Several initiatives were introduced by Governor Sani, including free transport for workers to and from the workplace. Additionally, he approved the resumption of the Nigeria Union of Teachers (NUT) retirement scheme and the release of over 500 million naira that had been withheld by the previous administration.
• Pensions and Job Security: The Governor has paid a total of 17.7 billion naira to pensioners. Furthermore, Suleiman emphasized that no workers (or even a "dog") have been sacked during the Governor's three-year tenure.
• Extended Service for Teachers: The Governor elongated the service age for teachers from 60 to 65 years and increased the allowable years of service from 35 to 40 years.
• Vacancy Fulfillment: Approval was granted for the replacement of vacancies across all ministries and parastatals within Kaduna State.
"We're talking about the likes of Bagauda Kaltho, Dele Giwa, and many others. I vividly remember a night here in Kaduna, with myself, Comrade Shehu Sani, and many other comrades.
"In the middle of the meeting, some of us left for another meeting. Bagauda Kaltho went straight to the Durbar Hotel in Kaduna. An hour later, we learned that the military junta had killed him. It could have been any one of us.
He particularly commended Bayo Onanuga, Sunday Dare, and Tunde Rahman for their efforts to entrench democracy in Nigeria and for promoting the administration's achievements.
"Many times, I see Bayo Onanuga and Sunday Dare writing rejoinders. Some people ask why, but they may not understand the answer. People must realise that we had many sleepless nights in the past, fighting for democracy.
The tour continued with a visit to the Kaduna-Kano-Jigawa-Katsina-Maradi Railway line.
Mr Abdullahi Yakubu, the Project Desk Officer for the Kaduna-to-Kano section at the Federal Ministry of Transportation, said the section has reached 68 per cent completion.
Yakubu explained that steady progress has been made across multiple segments of the rail line, reflecting the Federal Government’s commitment to expanding the nation’s transportation network.
"A significant portion of the remaining work is concentrated on a major bridge connecting Rigasa to the Afaka-Mando axis, which forms a crucial stretch of the route linking Kaduna to Zaria. Completing this bridge is key to ensuring seamless rail connectivity along the corridor. Work is progressing in line with project timelines.
He said the rail line covers 203 kilometres from Kaduna to Kano, with an expected completion date of December 2026.

GOVERNOR SANI URGES NIGERIANS TO BE WARY OF OPPOSITION ELEMENTS TRYING TO TRUNCATE DEMOCRACY AS PRESIDENTIAL MEDIA TEAM LAUDS STATE AND FEDERAL PROJECTS
The Presidential Media Team, on a tour of federal government projects in Nigeria's North-West, has commended the infrastructure development initiatives of President Bola Tinubu and Governor Uba Sani of Kaduna State.
The team, led by Special Adviser to the President on Information and Strategy, Bayo Onanuga, continued its inspection with visits to several federal and state government projects. These included the 35-kilometre Gadan-Gayam, Gwaraji, and Kujama roads linking 76 farming communities in Igabi, Kajuru, and Chikun Local Government Areas; the multi-billion-naira Skills Acquisition Centre; and the 300-bed capacity Bola Ahmed Tinubu Specialist Hospital.
Other members of the team included Mr Sunday Dare, Special Adviser to the President on Media and Public Communications; Tunde Rahman, Senior Special Assistant to the President on Media and Special Duties; Otega Ogra, Senior Special Assistant to the President on Digital Engagement and New Media; and Tope Ajayi, Senior Special Assistant to the President on Media and Publicity.
The tour, initiated by the Governor Hope Uzodimma-led Renewed Hope Ambassadors, also featured officials from the Federal Ministries of Transportation and Works, as well as Abdullahi Tanko Yakasai, the Senior Special Assistant (SSA) to President Bola Ahmed Tinubu on Community Engagement in the North-West.
Speaking at a state banquet for the team and over 50 journalists, Mr Onanuga described the transformation in Kaduna State as a clear reflection of improved funding to subnational governments under President Tinubu's administration.
He noted that the scale and pace of infrastructural development across the state point to a deliberate and effective deployment of increased financial resources made available to states as a result of key fiscal reforms by the federal government.
He emphasised that Kaduna’s ongoing infrastructure revolution—as demonstrated in road construction, urban renewal, and public service upgrades—demonstrates how enhanced allocations to subnational governments are translating into tangible benefits for citizens.
"The administration of Governor Uba Sani has effectively leveraged these resources to address critical infrastructure gaps and improve the quality of life for residents," Onanuga said.
"Governor Uba Sani has a history as a human rights activist and a fighter for democracy. What he has demonstrated today is that he was not just an armchair critic—given the opportunity, he pursues the public good.
"Some communities in Kaduna went without roads for two decades. Governor Uba Sani is now opening up the state and developing every part of it.
"When I return to Abuja, I will tell Mr President that the money his government has been giving to states is being put to work in Kaduna," Onanuga added.
Governor Uba Sani urged Nigerians to remain vigilant against desperate moves by some opposition elements seeking to undermine the country’s democratic process.
The governor thanked the team for enlightening Nigerians about the extensive infrastructure revolution underway under President Tinubu's administration, particularly in Kaduna. He called on Nigerians not to be swayed by “self-serving narratives” pushed by individuals and groups whose primary interest is gaining political power rather than contributing meaningfully to national development.
He emphasised that Nigeria’s democracy, though still evolving, must be protected through collective responsibility and commitment to constitutional governance.

Strengthening Kaduna’s Healthcare Through Collaboration
Governor Uba Sani has joined the Rt. Honourable Speaker, Abbas Tajuddeen, to commission a new 100-bed specialist hospital. Facilitated by the Speaker, this project is a clear testament to the productive working relationship between the state executive and the federal legislature, translating into tangible development for the people of Kaduna State.
The administration of Governor Uba Sani continues to prioritize strategic collaborations with the Federal Government and NGOs to revitalize the health sector. Over the past three years, this administration has recorded significant milestones, including:
Primary Healthcare Transformation
• Facility Upgrades: 255 Primary Healthcare Centres (PHCs) have been upgraded from Level 1 to Level 2, while 290 PHCs have been outfitted with modern medical equipment.
• Strategic Expansion: 30 high-volume PHCs have been upgraded across all 23 Local Government Areas (LGAs).
• Centres of Excellence: 23 PHC Centres of Excellence have been established (one per LGA) to enhance service delivery, data management, and two-way referral systems.
Secondary & Specialized Care
• General Hospital Renewal: 15 General Hospitals are currently undergoing extensive renovation and re-equipping to provide dignified and functional environments for patients and staff.
• Referral Capacity: The 300-bed hospital at Millennium City has been completed and commissioned, positioned to serve as a premier national referral centre.
• Emergency Response: Launched the KADSEMSAS emergency response system to drastically improve the management of maternal emergencies and road traffic accidents.
Human Capital & Welfare
• Workforce Expansion: Successfully recruited health workers to bolster quality service delivery across the state. (Note: Please verify the 1,800,000 figure, as this may be a typo for 1,800 or 18,000).
• Competitive Compensation: Implemented the 2024 Consolidated Health Salary Structure (CONHESS) and enhanced hazard allowances, significantly boosting morale within the sector.
Financing & Sustainability
• Budgetary Commitment: Consistently allocated over 15% of the state budget to health, surpassing the national average.
• Insurance Growth: Health insurance enrollment increased by 21.3%, rising from 527,303 in 2023 to 639,432 in 2024.
• Vulnerable Support: Committed N1 billion in the 2026 budget to enroll vulnerable households into the state health insurance scheme.
Infrastructure & Logistics
• Supply Chain: Upgraded the Kaduna State Health Supplies Management Agency warehouse to a world-class, Pharma-grade facility.
• Access Roads: Developed rural and urban road networks providing direct access to 27 health facilities, ensuring the prompt transport of patients and essential vaccines.
• Administrative Efficiency: Completed and commissioned the new Headquarters of the Kaduna State Primary Healthcare Board.

Today, I joined our family and sympathizers in Kaduna for the funeral prayer of my beloved cousin, Alh. Bashir Yusha’u (Maiwada). His passing is a painful loss to us all. I chaired the Kaduna State Security Council Meeting at Sir Kashim Ibrahim House, Kaduna, where we conducted a thorough review of our security landscape and assessed ongoing efforts to safeguard lives and property. I was honoured to receive the Honourable Minister of Defence, Gen. Christopher Gwabin Musa (Rtd.), whose presence reaffirmed our shared national commitment to peace and stability.
This Council remains the nucleus of our collective security architecture, defined not merely by its composition, but by unity of purpose and resolve. I pay tribute to the gallant men and women of our Armed Forces and security agencies, and recognise the vital contributions of traditional rulers, religious leaders, and community stakeholders whose grassroots engagement strengthens trust and prevents conflict.
We are encouraged by measurable progress. Through the Kaduna Peace Model, anchored on inclusivity, intelligence-led operations, and seamless coordination, we have shifted from reactive responses to proactive prevention, enabling early threat detection and swift containment.
Yet, vigilance remains imperative. As we approach a sensitive political period, let me state unequivocally: the politicisation of insecurity will not be tolerated.
