@TheRugbyPaper Scrums shouldn't be such a pivotal part of the game; they're only meant to be ways of restarting.
Free kicks only from scrum infringements would speed up the game and wouldn't punish a team for having a weaker prop.

The pathways would be very unevenly distributed. One region would have 15+ or so clubs while another would have 300+.
