Uganda wins the competition and will be the host of AU Humanitarian Agency Headquarters.
Design and construction of the headquarters are set to follow in Kampala. Structure to be ready by 2029.

"Over 25 billion spent on training URC staff"
Following media and online reports about the subject, we clarify as follows.
On 25 January 2018, the RVR concession was repudiated by MoFPED. On the same day, URC was directed to take over and sustain railway operations.
To improve and sustain railway operations, a needs assessment was conducted for the Permanent Way, Rolling Stock, and Human Capital, after which recommendations were made.
In 2019, GoU borrowed Euros 28,960,100 from Spain and onboarded MS Consultrans & Imathia to undertake the following.
1. Detailed technical design for track refurbishment (Kampala-Namanve & Namanve-Mukono)
2. Preliminary design of the Kampala Multimodal Hub
3. Capacity Building for URC Staff
4. Supply of 4,605 UIC 54E1 rails for the rehabilitation of the Kampala-Mukono line, and
5. Refurbishment of the Kampala-Namanve, Namanve Mukono line (26.8 km).
To note;
1. Of the project total sum, Euros 4,821,000 was for capacity building, translating into UGX 20,843,219,300 (at today's rate), and not "Over 25 billion".
2. The Euros 4,821,000 were not exclusively set aside for training URC staff. Refresher courses for URC staff were just part of the capacity building component.
3. Under the same component, all funds for the contractor's operations while in Uganda, for the 3 years, were drawn from this component budget, including paying their staff (Ugandan) and experts, among others.
4. All project funds were sent directly to the contractor in Spain, and no funds were directly disbursed to URC for this project. Therefore, no spend was made at source by URC for the project.
Therefore, although these funds have been presented as having been spent exclusively on training URC staff, they were not.
Some of the updates from URC
1. Tororo-Gulu line (scheduled for handover in October 2026). Currently, works have reached Lira
2. Rehabilitation of stations along the Tororo-Gulu line, including Mbale, Kumi, Soroti, Achuna, Lira, and Gulu.
3. Implementing the AfDB-funded project, including fitting the Malaba - Jinja, Kampala-Kyengera, and Port Bell lines with concrete sleepers, procurement of Diseal Electric Locomotives, 100 high capacity wagons, LPG tanks, building a 1500 multi-purpose water vessel, among others.
4. Constructing passenger hubs at Namanve, Kyengera. Passenger hub in Mukono for AfCON 2027, extending passenger services to Jinja, procurement of passenger facilities, among others.
5. We have also resumed the transportation of local cargo within the boundaries of Uganda.
6. On safety: All high-risk level crossings are being fitted with manual barriers. @PoliceUg, through the @igp_ug1, deployed more officers (100 in number) to secure URC assets. Some of these officers have been deployed at high-risk crossings for traffic control and management. The procurement for automated crossing infrastructure is ongoing.

URC RE-ENTERS COFFEE EXPORTS TRANSPORTATION AFTER AN 8-YEAR ABSENCE
According to the Ministry of Agriculture, Animal Industry and Fisheries, Uganda exported 8.6 million bags of coffee between June 2025 and May 2026.
While Uganda Railways Corporation did not handle any of those volumes, we are pleased to announce that we are now back in the coffee export business, having successfully transported its maiden coffee export consignment by rail. A URC train last made a similar journey to Mombasa in 2018.
The consignment comprised 29 containers, made up of 28 (20ft) and 1 (40ft), weighing 606.60 tonnes. On road, moving this cargo would have required approximately 17 heavy-duty trucks, based on an average payload of 36 tonnes per truck, at an estimated cost of USD 84,500 given prevailing road rates of about USD 2,900 per 20ft container and USD 3,300 per 40ft container.
URC transported the entire consignment on a single train at a rate of USD 735 per 20ft container & USD 990 per 40ft container, bringing the total rail freight cost to USD 21,570, saving the client USD 62,930 in freight costs alone if they had opted for road.
In addition, the shipment on a single train removed about 17 trucks off the road, easing road congestion, lowering carbon emissions, and reducing the risks associated with multiple truck movements.
For URC, this marks a welcome return to coffee haulage and a meaningful step in diversifying our cargo portfolio. More importantly, it demonstrates how rail can make Ugandan exports more competitive on the global market while contributing to Uganda's broader economic development agenda.
