Just had a very insightful conversation with Muhammad Shoaib Zafar sb, a brilliant officer, at his office. We discussed a wide range of issues around international trade, green industrialisation, the political economy of manufacturing capabilities, and our state of prepardness to withstand and/or take advantage of changes in the global economy. While we witness stress on global trade volumes, and power shifts in international trade related institutional dynamics, but there is hope that global and regional geopolitics will be steered back into cooperative mode for greater good. #Pakistan also needs to build its multi-layered and multi-dimentional capacity both in the public and private sectors to create efficiencies at the micro and macro level for growth with stability.

People with #lived experience want to live with dignity, freedom and support. They want rights-based, person-centred care, rather than custodial systems.

We must listen to people who have #experience institutional care and involve them at every stage of deinstitutionalization.

They have the #right to access person-centred care, housing, education, work and social supports in the community.

This is the time to think seriously about "governing migrations". We urgently need around 120 amendments in the relevant emigration laws to strengthen governance, and deliver the results. Safe, secure, and well-protected migrations can be made possible with reimaginging emigration ecosystem.

The social building block of better migration governance is trust in the institutions that support migrants: financial services, social protection systems, and emigrant care. Trust is fundamental social infrastructure.

It grows when institutions deliver dependable services, explain decisions clearly, and resolve grievances fairly. For an emigrant worker, this means confidence that savings can move safely, promised protection will be available, and help can be reached during a crisis.

When that confidence is weak, workers may turn to informal intermediaries and networks that offer reassurance but limited accountability. Stronger migration governance therefore requires institutions that earn trust through their everyday treatment of people.

#Pakistan's national #emigration and welfare #policy 2026 lays stress on the importance of making Pakistan a country of choice for sourcing quality human resource.

It needs a whole of government, and whole of society approach, and most importantly development of trustworthy institutional arrangements to support the desirable emigration ecosystem.

The emigration ecosystem is broader configuration than a list of government agencies. It connects the emigrant worker, family and community with recruiters, training providers, public services such as banks, and international partners such as @UNmigration, @ICMPD, @ilo, and #GIZ @GermanyinPAK . Pakistan's emigration and welfare policy 2026, proposes strengthening these connections through institutional restructuring, digital systems, clearer responsibilities and performance monitoring.
