Maharashtra Becomes India's First State to Partner with Starlink!

It was wonderful to welcome Ms. Lauren Dreyer, Vice President, Starlink in Mumbai today, where the Government of Maharashtra signed a Letter of Intent (LOI) with Starlink Satellite Communications Private Limited, marking Maharashtra as the first Indian state to formally collaborate with Starlink to deploy satellite-based internet services for government institutions, rural communities, and critical public infrastructure across remote and underserved regions and aspirational districts in Maharashtra such as Gadchiroli, Nandurbar, Dharashiv, and Washim.

Elon Musk's Starlink is one of the largest companies in the ICT industry holding the largest number of communication satellites in the world.
It is our honour that the company is arriving in India and partnering with Maharashtra.

The Maharashtra–Starlink collaboration supports State’s flagship Digital Maharashtra mission and integrates with its EV, Coastal Development, and Disaster Resilience programs.

Convened an important meeting with Parrag Jaiin Nainutia, Chairman (IT), Sanjay Katkar, MD (MahaIT) and officials of IT department to discuss various proposals, policies, programs, government initiatives with a focus on strengthening the department. Detailed deliberations were held on setting up a Consultancy Portal to ensure transparency and prevent misuse, expanding 1,000 citizen services to be provided through WhatsApp, launching a citizen notification system via Maha-Samanvay, reducing administration costs for manpower and preparing a comprehensive proposal for IT department reforms and future readiness.

माहिती तंत्रज्ञान विभागातील कर्मचारी, मनुष्यबळ आणि नाविन्यता राज्यासाठी महत्त्वाची असल्याने, डीआयटी व महाआयटीमध्ये प्रशासकीय सुधारणा व बळकटीकरणासाठी एका आठवड्यात प्रेझेंटेशन तयार करावे. यामध्ये राजस्थान, तेलंगणा इत्यादी राज्यांचा अभ्यास करून, गरज भासल्यास प्रोजेक्ट मॅनेजमेंट कन्सल्टंट किंवा पूर्वअनुभवी कर्मचार्‍यांचा सल्ला घेऊन दोन्ही विभागांचे Organizational Structure, कन्सल्टंट, मॅनपॉवर आणि भविष्याची आवश्यकता यावर आधारित बळकटीकरण व सुधारणा प्रस्ताव सादर करावा असे निर्देश दिले.

Since the employees, manpower, and innovation in the IT Department are critical for the state, a comprehensive proposal for administrative reforms and strengthening of DIT and MahaIT should be prepared within one week. This should include:
•Study the functioning of other states (e.g., Rajasthan, Telangana) that are ahead or on par in IT initiatives.
•Assess the need for Project Management Consultants, drawing on the experience of DIT, MahaIT, or PSIT personnel.
•Recommend an updated organizational structure, manpower allocation, consultants and future requirements.

मॅनपॉवर व्यवस्थापनाची सर्व प्रक्रिया माहिती तंत्रज्ञान विभागाच्या महाआयटीच्या माध्यमातून केली जाते, आणि त्यासाठी महाआयटी 10% ॲडमिनिस्ट्रेटिव्ह कॉस्ट घेतो. ती ॲडमिनिस्ट्रेटिव्ह कॉस्ट कमी करून प्रत्यक्ष काम करणाऱ्या कामगाराला जास्तीचा फायदा मिळावा आणि योग्य काम मिळावे, म्हणून ती 10% वरून 5% करण्याचेही निर्देश दिले आहेत.

All manpower management processes are conducted through MahaIT, which currently charges a 10% administrative fee. Instructions have been given to reduce this fee from 10% to 5%, so that the actual workers receive greater benefit and are assigned work appropriately.

महत्त्वपूर्ण कार्यक्रम आहे राज्याचा, ज्यात आपण अन्य राज्यापेक्षा खूप पुढे आहोत, तो गोल्डन डेटा MHUCDH महासमन्वय. ज्यामध्ये १५ कोटी डेटा आपल्याकडे जमा झाला. त्यापैकी ५ कोटी, जवळजवळ ६ कोटीच्या दरम्यानचा डेटा व्हेरिफाईड झाला. मोठी प्रगती आपण १४४ ॲट्रिब्यूट्स करून पूर्ण काम केलेलं आहे. तो गो लाईव्ह करण्याआधी आणि त्याचं UID सर्टिफिकेशन मिळण्याआधी किंवा त्याबरोबर काही गोष्टी कराव्यात असे गोल्डन डेटा प्रोजेक्टच्याबद्दल निर्देश मी दिले आहेत.
1. याच महाआयटी एकदा जनरेट प्रत्येक नागरिकांचा महाराष्ट्रातला झाल्यानंतर त्याला या महा आयटी बरोबर या महासमन्वयच्या पोर्टलच्या माध्यमातून सिटिझन्स अवेअरनेस सिस्टिममध्ये मेसेज देण्याची व्यवस्था आवश्यकतेनुसार करावी.
2. या पोर्टलवर येणारे वैध, अवैध किंवा बदल अन्य कुठलेही प्रकार किती वेळा होतात आणि त्या धोका निर्माण होऊ नये म्हणून एक फायरवॉल, एक सेफ्टी वॉल या आपल्या गोल्डन डेटा प्रोजेक्टच्या माध्यमातून महासमन्वयमध्ये नव्याने अद्ययावत निर्माण करावी.
3. एकाच वेळेला खूप नागरिक जर आले, तर त्याचा दुष्परिणाम आणि जास्त वेळ जाऊ नये म्हणून अद्ययावत पद्धतीची आवश्यकतेनुसार लोड टेस्टिंग करावी.
4. DG यात्रा याच्याशी हा महासमन्वय कॉन्फिगरेशन त्याचं असलं पाहिजे, कनेक्शन असलं पाहिजे, इंटिग्रेशन असलं पाहिजे याची व्यवस्था करावी.
5. या आपल्या महासमन्वयच्या पोर्टलवर AI सर्च इंजिनचा वापर करून डेटा सोर्सच्या विभागाला सुद्धा त्यातून ॲनालिसिस करण्यासाठीच्या अद्ययावत प्रणाली विकसित कराव्यात.

We have collected around 15 crore data records, of which nearly 5-6 crore have been verified. Work on 144 attributes has been completed. I have issued instructions to complete certain steps before the system goes live or alongside obtaining its UID certification.”
Key directives include:
1.Once the MahaIT generates citizen data, a Citizen Awareness System should be developed through the Maha-Samanvay portal to notify citizens as needed.

नागरिकांना सेवा देणं हे आपलं प्रथम कर्तव्य आहे. माननीय मुख्यमंत्री देवेंद्रजींनी दिलेल्या निर्देशानुसार नागरिक सेवा हा अधिकार म्हणून देताना त्या सेवा मेटा या कंपनीशी आपल्या झालेल्या करारानुसार आता WhatsApp वर आपल्याला नागरिक सेवा द्यायची आहे. त्या सेवा देण्याच्या पहिल्या १०० ज्या सेवा WhatsApp वर देण्याचं काम ज्या व्हेन्डरच्या माध्यमातून करण्यात आलंय, त्यामध्ये १००० च्या वर सेशन्स किंवा हिट्स पर सेकंद घेण्याची त्याची क्षमता आहे की नाही याच्या पुनर्विलोकनाचे लोड असेसमेंटचे निर्देश दिले आहेत.

Serving citizens is our foremost duty. As per the directives of Hon’ble Chief Minister Devendra Fadnavis Ji, citizen services, provided as a right, will now also be accessible via WhatsApp under the agreement with Meta. The first 100 services are being provided through the appointed vendor. However, it must be reassessed whether the vendor’s system can handle over 1,000 sessions or hits per second. As per the CM’s directives, the goal is to provide 1,000 services via WhatsApp. After the initial 100, the remaining services should be managed by a new vendor through an updated RFP. The new vendor must be capable of delivering services swiftly and efficiently so that citizens can access them on WhatsApp with minimum delay.

२०१८ च्या शासन निर्णयानुसार कन्सल्टंटची नेमणूक विभागांच्या प्रकल्प व कार्यक्रमासाठी केली जात होती. परंतु त्यानंतर असे लक्षात आले की सहा एम्पॅनेल्ड एजन्सीजच्या २४६ कन्सल्टंटस विविध विभागांमध्ये काम करत असून, काही सुपरवायझरी कन्सल्टंटस एकाच वेळी एकाहून अधिक विभागातून जास्त पगार घेत आहेत, ज्यामुळे राज्य सरकारला तोटा होत आहे. ही लूट थांबवण्यासाठी कन्सल्टन्सीचं एक पोर्टल माहिती तंत्रज्ञान विभागाने बनवायचं ठरवलंय. सर्व विभागांनी त्यांच्याकडे असलेल्या कन्सल्टंटची संपूर्ण माहिती, विभागात काम करणाऱ्या कन्सल्टंटच्या इंडिव्हिज्युअल्स सहित, त्यावर द्यावी हे अपेक्षित आहे. आणि त्या पद्धतीचा नवीन शासन निर्णय की जर कन्सल्टंटनी त्याचं काम योग्य केलं नाही किंवा विभागाने ती माहिती दिली नाही, तर त्यावर काय करावं हे माननीय मुख्यमंत्र्यांशी अवगत करून नवीन शासन निर्णय करण्याच्या निर्णय आपण आज या ठिकाणी केला आहे.

According to the 2018 government decision, revised in 2023, consultants were appointed for departmental projects and programs. However, it was later observed that 246 consultants from six empanelled agencies were working across various departments, and some supervisory consultants were receiving higher salaries from multiple departments simultaneously, causing a loss to the state government. To stop this misuse, the IT Department has decided to create a consultancy portal. All departments are expected to provide complete information about their consultants, including individual details, on this portal. A new government resolution will also define actions to be taken if a consultant does not perform their duties or if the department fails to provide the information. The matter has been discussed with the Hon’ble Chief Minister, and a new decision will be issued accordingly.
