The International Truth and Justice Project (ITJP) is deeply saddened by the recent death of Dr Charmian Goldwyn.
Dr Charmian Goldwyn passed away on Saturday evening in London after a sudden decline in health. Dr Goldwyn – known as Chum to her friends - was an NHS GP and among her many roles, also an adviser to the ITJP. She examined more than three hundred survivors of torture to write medico-legal reports that recorded their torture scars and the psychological harm they suffered - the majority were Tamils.
These reports gave the Home Office vital evidence, and they helped many people to receive asylum and be safe. She saw extremely vulnerable people at their lowest point and treated everyone with compassion. The examinations could be intrusive, but Charmian always made the process a dignified and kind one. She continued doing this critical work until last year, when she was 90 years old.
Charmian unfailingly spoke up in public for Tamil torture survivors. Even in her old age, she took the time and trouble to come with us to speak to British politicians about what she’d witnessed. She was always at our celebrations with her husband. At countless meetings we convened she explained to international diplomats, as an independent medical expert, the nature of the torture cases she had examined. Charmian was brave and determined, and she never gave up. She was a person of rare goodness and a role model for all of us. She leaves a very big space that no one can fill.
Our thoughts are with her family, who are still working out the details of commemorations for Charmian. In the meantime, they would love the Tamil patients, colleagues and friends of Dr. Goldwyn to send a few words (in Tamil is fine) via the ITJP about their memories of her.

Sri Lanka has a long history of creating commissions and institutions that promise truth but fail to deliver it. Victims continue to face intimidation while those responsible are protected or promoted to positions of authority. The state cannot manage Chemmani alone.

Tamil families have searched for decades for their disappeared, testifying before numerous commissions and joining numerous protests. The discovery of remains at Chemmani is a potential crime scene, raising deeply disturbing questions about the circumstances in which the individuals died and the efforts that have been made to conceal their deaths.
We need to ensure that the Chemmani mass grave isn’t just an archaeological site exercise. Each body must be treated with dignity, each must be identified and each must be properly investigated.

Repeated domestic failures prolong the violation, deepen families' trauma and reinforce impunity. States and the United Nations should press for independent international participation and oversight at Chemmani, support evidence preservation, and pursue international accountability measures, including universal-jurisdiction cases and targeted sanctions where legal thresholds are met. Thirty years after Chemmani first came to light, families are still searching. They are entitled not to sympathy alone, but to truth, justice, reparation and guarantees of non-recurrence. They should not have to pass this search to another generation.
Statement by the International Truth and Justice Project in Commemorating the International Day of the Victims of Enforced Disappearances.
The International Truth and Justice Project stands in solidarity with the tens of thousands of families across Sri Lanka who continue to search for their loved ones on the International Day of the Victims of Enforced Disappearances. Enforced disappearances do not end with the abduction, and condemns families to decades of uncertainty, suspended grief and recurring trauma - not knowing whether a loved one is alive or dead, their whereabouts or the fate they suffered.
The Sri Lankan Government must protect Chemmani's integrity and ensure a transparent chain of custody, independent forensic and DNA expertise, meaningful participation by families, protection of witnesses and investigators, and public reporting consistent with the investigation. Identification must proceed with informed consent and safeguards for privacy and dignity. The investigation must follow the evidence and pursue all those responsible, including those bearing command or superior responsibility, regardless of rank or office.

More than 500 sets of human remains have now been uncovered at the Chemmani mass grave. Behind every set of remains is a family that has spent decades searching for answers, living with the uncertainty of not knowing what happened to their loved ones. Yet for many, even the discovery of a mass grave does not bring closure.
As excavations continue and more remains are unearthed, the report explores not only the history of Chemmani but also the human cost of enforced disappearances and decades of failed investigations.

At a Geneva conference, U.N. officials, international legal experts and accountability advocates urged Sri Lanka to launch a criminal investigation into the Chemmani mass grave, saying the discovery of nearly 500 human skeletons provides sufficient grounds to identify and prosecute those responsible.
