Because if black queen takes white rook, then white can play c3. Black can do absolutely nothing here. Next move will be bishop to c1 checkmate.

If queen doesn't capture the rook and try check on f1, then white can easily defend with Rook to e1.

If black tries Qf6 check, then white plays c3. In the next move white check mates with bishop to c1.

Let's say black queen moves to e5 to avert check mate on e8, then white can play Qg8#

If black queen captures bishop to avert checkmate on g7 or g8, then Qe8#

Any other move from black queen leads to checkmate.
