The games, However, were developed by 4a games, a Ukranian studio.

Roadside picnic was written by him and Arkady, who is Georgian.

Anyway, thats beside the point. Stalker as we know today only shares minor similarities with the book and movie. All of the games are set in Ukraine and made by Ukrainian devs.
