After the death of Nuruddin Zengi, a just king, the ruler of Mosul - Saifuddin Ghazi Ibn Mawdud - proclaimed that wine and intoxicants were now allowed in his realms.

The ruler of Mosul enacted a general legislation (tashree’ al-ām) for his subjects, suspending the hadd, allowing them to consume alcohol.

Ibn Kathir does not Takfir for this, rather, he even praises him for his good qualities.

But Shaykh Al-Fawzan has clarified that Shaykh Muhammad Ibn Ibrahim held the view that one who abolishes the *entire* Shari’ah is made takfir of, this was his intended meaning, and this is Al-Fawzan’s stance as well.

Ibn Kathīr makes takfir of the Ilkhans who venerated the Yāsiq over Allah’s Sharī’ah, however, he not only affirms the Islam of Berke Khan, but praises him, alongside Al-Dhahabi and others.

Hence, Ibn Kathir’s takfir of the Ilkhans was due to their beliefs & taqdīm of i’tiqād.

Both Berke & Ghazan Khan ruled by Yāsiq, however, only Ghazan & the Ilkhans outwardly believed in superiority of the Yāsiq.
