As always, @EmmanuelMacron and I are closely coordinating our positions. We had a productive meeting and discussed priorities ahead of the meetings of the Anti-Ballistic Coalition and the Coalition of the Willing, as well as our bilateral cooperation.

Relations between our countries have reached a truly strategic level, due in large part to President Macron’s personal efforts. Today, I thanked Emmanuel for his assistance and support throughout these years and awarded the Order of Freedom to the President, a true friend of Ukraine.

We spoke in detail about the situation on the front and Ukraine’s needs in protecting people from Russian attacks. It is important to strengthen Ukraine, reinforce our air defenses, and accelerate the development of Europe’s anti-ballistic capabilities. Kentucky Republicans have tried to take away Governor Beshear’s ability to appoint Mitch McConnell’s replacement. Beshear says he’s considering ignoring the state legislature and appointing a Democrat to replace McConnell anyway.

He believes the law is unconstitutional, that Kentucky’s constitution gives him the authority, and that he’s prepared to test the GOP on it.

Across the temporarily occupied territories of Ukraine, invading russian forces abduct, torture, and imprison Ukrainians. Even seniors. 

Ivan Chornyi is one of their victims. The 71-year-old is charged with allegedly making 27 donations to the Armed Forces of Ukraine totalling 4,100 hryvnia, approximately $100 USD. 

His family, and the families of his fellow victims, also seniors, are working to have their loved ones released from russian penal colonies and returned to Ukraine.

I agree with this. Not to be a conspiracy theorist, but Lindsay Graham was the leading driver of the devastating sanctions bill against Russia. Yesterday, he announced that president Trump agreed to it. He had just returned from Ukraine where it’s not unknown for Russian agents to operate. Russians are expert at administration of poisons that look like heart attacks. All tests should be done immediately to rule out foul play. We’re sanctioning Russia at speed and scale.

Today’s measures, together with the upcoming 21st sanctions package, will add 250 individuals and entities to the Russia sanctions regime.

This is our biggest round of individual designations since Moscow’s 2022 full-scale invasion, and includes also the EU’s largest-ever cyber sanctions package.

The financial backbone of Russia’s war machine is the main target. Every measure weakens Moscow’s ability to wage war.
