@PhillyPolice I reported a woman getting beaten by a man in front of my house. It took 15 minutes for a patrol car to arrive. It arrived and drove RIGHT past the man STILL assaulting the woman. About 3 minutes later, the same patrol vehicle is sitting on the corner with its siren
