On March 23, 2025, a tragic incident occurred in Kurunjo area, Hulugho Ward, where Kenya Defence Forces (KDF) Special Forces reportedly attacked unarmed herders seeking pasture in Boni Forest due to severe drought. This assault resulted in the death of Mr. Abdi Sabdow Mohamed, left 15 individuals critically injured and led to the disappearance of over 5,000 livestock.
In response, I have formally requested a statement from the Chairperson of the Departmental Committee on Defence, Intelligence and Foreign Relations to address:
1.The operational mandate of the KDF in this context and whether the use of force was authorized and justified.
2.The current status of investigations into the incident and the conduct of the involved KDF units.
3.Plans for medical treatment for the injured and compensation for the deceased’s family.
4.Efforts to locate and account for the missing persons and livestock.
Our nomadic pastoralist communities have historically relied on traditional grazing routes during droughts. Criminalizing their movement and responding with excessive force undermines their rights and erodes trust in the very institutions meant to protect them.
I urge the government to conduct a transparent investigation, ensure accountability, and implement measures that respect the livelihoods and dignity of our pastoralist communities.

As part of my ongoing efforts to strengthen the education sector in Ijara Constituency, I am proud to sponsor 156 teacher-trainees pursuing Diploma in Primary Teacher Education at Garissa Teachers Training College.
This initiative is aimed at tackling the acute teacher shortage in our schools by empowering our own sons and daughters to become qualified educators.
Education remains a top priority in my development agenda, and I am committed to ensuring every child in Ijara has access to quality learning guided by trained and dedicated teachers.
To accomplish this, I met the Garissa Teachers Training college board members and management.
Education is the greatest investment we can make in our children’s future. From the very beginning, my priority has been to ensure that every child in Ijara has access to quality education regardless of financial background. Through the Free Secondary Education Programme we have removed barriers that once stood in the way of our students' success.
To continue this commitment, I am pleased to announce that applications for the Ijara NG-CDF Bursary 2024/2025 are now open until 13th April 2025. This bursary will fully cover students under our Free Secondary Education Programme, support those in secondary schools outside Ijara and provide funding for tertiary education.

I am deeply saddened and outraged by the unfortunate incident in Kurunjo grazing area, Hadi location in Hulugho Ward where KDF special forces( LRS) ambushed and attacked innocent cattle herders who had ventured into Boni Forest in search of pasture due to the ongoing drought. This unprovoked attack resulted in the tragic loss of one life, over 10 seriously injured , many including women and children missing and over 5000 herds of cattle unaccounted for in boni forest.
Ijara constituency is today in a state of fear and helplessness in the eyes of those it perceived as it's protectors!
I strongly condemn this heinous act of brutality against my people. Our pastoralist communities have long relied on traditional grazing routes and in times of severe drought, they have no choice but to move in search of pasture for their livestock which is their only source of livelihood.
It is unacceptable and irresponsible of the government that instead of offering assistance to communities struggling with drought, security forces have resorted to abductions, fear and brutally murdering our people and destroying their properties and belongings.
I call upon the Ministry of Defence and relevant government agencies to immediately investigate this incident, give medical care to those injured, give humanitarian assistance to those who are rendered destitute, search for those people plus their livestock missing in the forest and take action against those responsible.

Peaceful coexistence between neighboring communities is the foundation of progress. But true peace is not merely the absence of conflict—it must be built on justice, fairness, and mutual respect for rightful boundaries.
Today, I visited Abalatiro village to assess the escalating border conflict between Ijara constituency and Tana River county where our people continue to bear the brunt of reckless leadership and historical injustices.
One of the key drivers of this conflict is the outdated colonial 3-mile rule a relic of oppression that has no place in modern Kenya. This rule imposed without consideration for indigenous communities has fueled unnecessary disputes for generations.
Security remains a top priority, and I am committed to constructing a police post in Abalatiro to protect our people and prevent further attacks.
It is deeply concerning that Tana River Governor Dadho Godana is actively fueling these tensions instead of fostering peace and unity among our people.
I call upon the national government to intervene decisively and put an end to this longstanding injustice.

Marriage is a sacred bond that strengthens our communities, and I pray that Allah (SWT) blesses this union with love, understanding, and endless happiness.

Alongside leaders from Garissa county, I joined H.E. President @WilliamsRuto and Deputy President H.E. Prof. @KindikiKithure on their historic development tour of our region.
In Garissa, the President issued over 3,500 title deeds empowering our people with rightful land ownership. He also officially opened the Garissa Immigration Office a major boost for regional services.
For Ijara to transform, I requested the President to prioritize the tarmacking of the Masalani-Boji road a critical link connecting Ijara to Tana River and Mombasa counties. Additionally, I pushed for water supply from Masalani to Hulugho and the extension of the national power grid from Masalani to Hulugho to ensure reliable electricity for our people.
I remain fully committed to championing these critical projects for the development of our constituency.
The effort to ensure fair representation for the people of the larger Ijara constituency is well on course. The 2019 population census has proven that the people of Ijara are indeed under represented.
I thanked the president for his admission of this fact and promise to help in ensuring Ijara is split into two constituencies.
I am optimistic that the newly to be constituted IEBC commision will take boundary review as its first crucial assignment so that the people of Hulugho are not disenfranchised.
The addition of Hulugho Constituency will give us the match needed government resources that will help us find tailored solutions for local problems such as infrastructure and education.
I sought President Ruto's intervention over the protracted land dispute involving my constituency and Tana River county on the sidelines of President Ruto's week long tour of the North Eastern region that culminated into a public Baraza in Garissa town.
I took note of the Stone age colonial 3 mile border policy that is the cause of the crisis.
For the past years, people believed to be from the neighbouring Tana River county have illegally encroached and built residential buildings, social amenities like schools and hospitals in the suburbs of Abalatiro village along the River Tana. This encroachment has escalated the already volatile situation risking land conflict in the area.
I equally told the president about the unholy involvement of the Tana River county political leadership led by Governor Godana who should be held personally responsible for any bloodshed stemming from this illegal occupation of Ijara community land.
I am immensely proud of the outstanding performance of our secondary schools in the 2024 KCSE results! This success is a testament to the transformative impact of Hon. Sheikhow Ijara Free Secondary School Education Programme which we initiated to ensure that every child in Ijara has access to quality education.
Through this program, we have eliminated financial barriers, provided essential resources and empowered our students to focus on their studies.
My office remains committed to supporting education at all levels including expanding access, enhancing facilities and ensuring that no child is left behind.

Marriage highly emphasized in Islam as a foundation for love, mercy, and tranquility. Allah (SWT) says in the Qur'an:
"And among His signs is this: that He created for you mates from among yourselves, that you may dwell in tranquility with them, and He has put love and mercy between your hearts. Verily in that are signs for those who reflect." (Surah Ar-Rum 30:21)
